Answer:
Most states have Consumer Protection laws and
Basically, since motor vehicle prices can be quite
high (even for used vehicles), states have had to provide legislation
to protect consumers against losses from misrepresentation or fraud by
sellers and dealers.
The Arizona Attorney General's website offers links to some very good general tips for consumers preparing to purchase motor vehicles in that state. In addition, the Arizona Attorney General's site also provides a "quick-link" to a very comprehensive Consumer Protection Brochure (pdf) for buying cars in Arizona. One important thing to remember is that Arizona does not have a three-day "cooling off" period or "right to cancel" a car sale, so it is critical to "get it right the first time". For more about that and similar information, visit the Arizona Attorney General's web page covering such details. Arizona does not charge sales and use taxes on motor vehicles. They do levy a Vehicle License Tax, similar to other states' property or excise tax on motor vehicles. Arizona also charges a 5.6% tax on personal property that meets certain eligibility guidelines, but it appears that motor vehicles are exempt. For more information about Arizona taxes on motor vehicles, visit the Arizona State Legislature ARS 42-5159 "Exemptions" page. You should also review information about the Arizona Lemon Laws.
