How do I transfer a car title in-state and out-of-state in California?

Answer:
California requires new residents to apply for
registration within 20 days of establishing residency. Steps to obtain registration include completion of application; surrender of out-of-state registration and certificate of title (unless held by lien holder); detailed lien holder information if applicable; a vehicle inspection; odometer disclosure for vehicles less than 10 years old; and applicable smog and weight certificates. Proof of liability insurance to prescribed minimum levels may be requested at the time of registration.


Purchasers of vehicles already registered in California must apply for ownership transfer within 10 days of purchase. Required are a properly endorsed title (“pink slip”) also signed by the lien holder if applicable; odometer disclosure for vehicles less than 10 years old; and a recent smog certificate.

Sellers of vehicles have five days to report the ownership transfer to DMV so that they are no longer liable for the vehicle.
