How do I transfer a car title in-state and out-of-state in Connecticut?

Answer:
To register a new or used vehicle in Connecticut,
residents of the state must complete an Application for Registration and Certificate of Title and produce their Connecticut driver’s license, state-issued ID card, or military ID, along with a Connecticut Insurance Identification card, a properly endorsed title from the previous owner, a bill of sale, and a release of all liens.

New residents have 30 days to transfer their out-of-state vehicle registration.

Required, in addition to the Application for Registration and Certificate of Title, are a vehicle emissions test, vehicle identification verification, the out-of-state certificate of title and registration certificate (if a lien holder holds the title, your out-of-state registration is sufficient), and Connecticut Insurance Identification card.
