How do I transfer a car title in-state and out-of-state in Delaware?

Answer:
In-state title transfers must be completed within
30 days of the purchase transaction. The seller must complete the Assignment of Certificate of Title on the reverse of the title, including the buyer’s name and address, the purchase price and date of sale, and an odometer disclosure. The seller must also file a Seller’s Report of Sale.


The buyer must complete the Purchaser’s Application on the reverse of the title; if applicable, the lien information section should be completed. Proof of insurance and a Delaware driver’s license or two other forms of proof of residency must be presented.

New Delaware residents must register their vehicles within 60 days of establishing residency. Proof of insurance, demonstrated by an insurance identification card issued by the insurer, the insurance policy, or a binder, must be presented, along with a vehicle safety inspection report and emissions report.

The out-of-state certificate of title must be surrendered at the time of registration.
