In-state title transfers must be completed within The buyer must complete the Purchaser’s Application on the reverse of the title; if applicable, the lien information section should be completed. Proof of insurance and a Delaware driver’s license or two other forms of proof of residency must be presented. New Delaware residents must register their vehicles within 60 days of establishing residency. Proof of insurance, demonstrated by an insurance identification card issued by the insurer, the insurance policy, or a binder, must be presented, along with a vehicle safety inspection report and emissions report.
