New Illinois residents must apply for vehicle
title and registration within 30 days of moving to the state. Applicants should complete form VSD-190, the Application for Vehicle Transaction; provide an accurate odometer reading, lien holder information, and vehicle information, including year, make, model, vehicle identification number, and date of purchase; and the out-of-state certificate of title.


If the title is held by a lien holder, either a copy of the title, out-of-state registration, certificate of origin, or bill of sale, along with the loan agreement, will suffice.

To transfer vehicle titles within Illinois, the Application for Vehicle Transaction, with either “transfer” or “title and transfer” checked and with correct vehicle information and license plate number provided, must be submitted, along with the most recent vehicle registration card and the properly endorsed seller’s title, which must include an odometer verification and date of sale.
