How do I transfer a car title in-state and out-of-state in Kentucky?

Answer:
If you are new to Kentucky and own an out-of-state
vehicle, it must be registered with the county clerk’s office. If there is not a lien on the vehicle, you must provide the following: a certified inspection in your county of residence; your out-of-state title and registration; an original (not copy) proof of insurance; photo ID or driver’s license; and proof of applicable taxes paid in your previous state of residence.

If there is a lien on the vehicle, you need to provide the out-of-state title which records the original lien or obtain a request from the county treasurer for the title from the previous state.

In order to transfer title, you must present at the county clerk’s office the unencumbered title; the original (not copy) proof of insurance from the buyer; the application for title/registration TC96-182 or the application on the reverse of the current title completed by both buyer and seller; and picture ID.
