you need to pay an excise tax at your local municipal office, along with state sales tax and applicable fees. Take the following with you: the signed bill of sale, a properly endorsed title from the seller, and proof of liability insurance (binder, policy, or ID card issued by insurer).

If your municipal office does not participate in the BMV registration program, obtain the white and yellow copies of the application and the excise tax receipt and take everything to the nearest BMV branch office.

To transfer title on a dealer-purchased vehicle, provide the green dealer’s certificate, the blue title application, the Monroney label, and proof of insurance.

If you are a new Maine resident, you can either convert your out-of-state driver’s license or obtain a new one at the nearest BMV branch office (listed on the BMV web site).
