How do I transfer a car title in-state and out-of-state in Massachusetts?

Answer:
To register an out-of-state vehicle, you need
to complete form MVU-29 (an affidavit verifying the out-of-state vehicle purchase); obtain the required liability insurance policy, at which time the agent will complete and sign the Application for Registration and Title and submit both forms to an RMV branch office, along with your out-of-state registration and title if there is no lien holder (lien holder information will be requested, and the new title will be sent to the lien holder). A vehicle inspection must be completed within seven days of your registration conversion.

Those who need to title a privately purchased vehicle must complete an Application for Title (form RMV-1) and submit it, along with the previous owner’s certificate of title; the seller’s odometer verification; and a bill of sale.
