How do I transfer a car title in-state and out-of-state in Missouri?

Answer:
The Show-Me state wants new residents to show their
completed and signed Application for Missouri Title and License at any motor vehicle driver's license contract office within 30 days of establishing residency.

The Application should be accompanied by a Certificate of Inspection and Approval (following a safety inspection) and a VIN/odometer inspection certificate.

Missouri wants you to know that all applications are rejected if not filled out in their entirety. Title transfers require a properly assigned title; a completed and signed Application for Missouri Title and License; an odometer disclosure statement if the mileage is not indicated on the title; your auto insurance card; proof of payment of property taxes (not a copy); a Certificate of Inspection and Approval; and an emissions inspection certificate (St. Louis, St. Charles, Franklin or Jefferson county residents only).
