If you’re new to the Big Apple, follow these
steps to title your out-of-state vehicle in New York within 30 days:


At a DMV office, provide proof of ownership (your vehicle title certificate and a bill of sale that includes the vehicle’s year and make, vehicle identification number, date of sale and purchase price, and names and signatures of the buyer and seller); damage and odometer disclosure statements; a New York State Insurance ID Card (available through an authorized insurance agent upon presentation of proof of ownership); acceptable ID (e.g., NY driver's license or out-of-state photo driver's license, passport, or Social Security card); a Sales and Use Tax Exemption; and Vehicle Registration/Title Application.

Special steps, described on the DMV web site, must be taken if your title is held by a lien holder.

To transfer title for a privately purchased vehicle, you will need all of the documents described above, with a properly endorsed title certificate serving as partial proof of ownership, and form DTF-802 completed by both buyer and seller instead of the Sales and Use Tax Exemption.
