How do I transfer a car title in-state and out-of-state in Oregon?

Answer:
As soon as residency is established in Oregon,
out-of-state vehicle owners must register their vehicles by providing proof of age, identification and residency; and proof of insurance; and by completing an Application for Title and Registration; a vehicle identification number inspection; and emissions testing (in Portland and Medford areas only). Registration can take place at any DMV office located throughout the state.


Title transfers require presentation of a properly endorsed title from the seller; an Application for Title and Registration; and a Bill of Sale at any DMV office in the state.
