Out-of-state vehicle owners must apply for registration
and title (notarized) within 30 days of establishing residency.


The first step is to take proof of vehicle ownership (original or title copy) and proof of residency to a police station for a vehicle identification number inspection.

Then, with the inspection report, proof of vehicle ownership, proof of residency, and notarized application form in hand, head for a DMV branch office to complete the transaction. You’ll also need proof of insurance and a completed Sales and Use Tax Exemption form. A Safety and Emissions Inspection must be completed within five days of registration.

Title transfers require a completed Application for Title and a trip to the DMV in Pawtucket.
