Out-of-state vehicle owners must apply for registration The first step is to take proof of vehicle ownership (original or title copy) and proof of residency to a police station for a vehicle identification number inspection. Then, with the inspection report, proof of vehicle ownership, proof of residency, and notarized application form in hand, head for a DMV branch office to complete the transaction. You’ll also need proof of insurance and a completed Sales and Use Tax Exemption form. A Safety and Emissions Inspection must be completed within five days of registration. Title transfers require a completed Application for Title and a trip to the DMV in Pawtucket.
