The first step is a safety inspection at an approved inspection station; vehicles meeting certain criteria must also undergo emissions testing.

To complete vehicle registration, out-of-state vehicle owners should take the inspection certificate; an odometer disclosure; the out-of-state title (if it is unavailable, the out-of-state registration and proof of sales tax payment will suffice); proof of insurance; and a completed Application for Texas Certificate and Title to a county tax office.

In order to transfer title for a privately purchased vehicle, within 30 days of purchase the buyer must present proof of insurance; the properly assigned title; and a completed Application for Texas Certificate and Title at a county tax office. A bill of sale is optional.

If the seller does not accompany the buyer to the county tax office to execute the transfer, a Texas Motor Vehicle Transfer Notification completed by the seller is advised to ensure the seller’s release of liability.
