Vehicle titling and registration are identical The test results, if any, should be taken to the county clerk’s office, along with two proofs or residency (e.g., utility bill in its mailing envelope, bank statement, lease, mortgage); one proof of identification (e.g. photo driver's license, photo ID, original birth certificate with seal); their out-of-state title; and any lien holder information. An Application for Certificate of Title and Registration will be completed at the county clerk’s office. A title transfer for a privately purchased vehicle requires a properly assigned title from the seller, including an odometer disclosure; proof of identification; and proof or residency.
