Residents new to Virginia have 30 days Titling first requires a vehicle safety inspection by the Virginia State Police and, in some counties, an emissions inspection. Proof of insurance and proof of address (e.g., recent bank statement, utility bill, pay stub, driver’s license, though Virginia residency is not required for titling) are also required for titling. Out-of-state registration requires a completed Application for Certificate of Title and Registration; the out-of-state registration and title; and an Odometer Disclosure Statement if the current reading is not included on the out-of-state title. Title transfers require a properly assigned title from the seller; a completed Application for Certificate of Title and Registration; proof of purchase price (a bill of sale or inclusion on the title); and an Odometer Disclosure Statement if the current reading is not included on the title.
