Answer:
New Washington state residents must register
their out-of-state vehicles within 30 days of establishing residency.


Registration requires a vehicle emissions inspection for residents in Clark, King, Pierce, Snohomish and Spokane counties; the out-of-state title (or copy from lien holder) and registration; acceptable ID (e.g., driver's license, passport); and an odometer disclosure.

Title transfers require a vehicle emissions inspection (all counties); a completed Vehicle Certificate of Ownership application; the properly assigned title from the seller; an odometer disclosure; and a bill of sale.

In addition, the seller must submit a Vehicle Report of Sale, which releases the seller from liability. Registration and title transfers can be executed at a county Vehicle Licensing Office.
