Answer:
New D.C. residents have 30 days to register
and title their out-of-state vehicles. Prior to registration, the vehicle must undergo a safety and emissions inspection. (Note: All vehicles need current tags from any state before being inspected.)

Registration requires proof of insurance (D.C. insurance card or policy); a D.C. driver's license; the out-of-state registration; a bill of sale; and the vehicle inspection certificate.

Title transfers require a properly endorsed certificate of title from the seller; proof of insurance, proof of inspection, and proof of ownership; a D.C. driver's license; a statement of the vehicle’s value; and an odometer disclosure.

All transactions can be completed at a DMV service location.
