Title transfers and out-of-state vehicle registrations The process requires completion of the Application for Certificate of Title and Odometer Disclosure Statement; possession of the out-of-state title (or copy if the title is held by a lien holder) and registration; and liability insurance information (proof of insurance must be carried in the vehicle at all times). Within 10 days of registration, a vehicle safety inspection must be conducted by the West Virginia State Police. Title transfers require a properly endorsed title.
