can be handled at a local DMV office. New residents have 30 days in which to register and title their vehicles.


The process requires completion of the Application for Certificate of Title and Odometer Disclosure Statement; possession of the out-of-state title (or copy if the title is held by a lien holder) and registration; and liability insurance information (proof of insurance must be carried in the vehicle at all times).

Within 10 days of registration, a vehicle safety inspection must be conducted by the West Virginia State Police.
