How do I transfer a car title in-state and out-of-state in Iowa?

Answer:
Iowa law requires that new residents register
their vehicles within 30 days of establishing residency. The out-of-state certificate of title must be surrendered at the time of registration, and a completed Application of Title and/or Registration for a Vehicle is required. While waiting for their new Iowa license plates, vehicle owners must carry their title in the vehicle as proof of registration.


Sellers must remove and keep their license plates; fill out the odometer and damage disclosure on the reverse of the current title and assign it to the buyer; provide a bill of sale; and provide a damage discloser statement for vehicles up to 7 years old.

The buyer should provide to the seller a receipt and statement acknowledging acceptance of the vehicle and title. If the buyer does not have Iowa license plates, she must carry in the vehicle the dated and signed bill of sale or the new title.
