I have a Vehicle Title and the person on the Title is no where to be found?

Answer:
If you purchased a vehicle and the title has either
the wrong names, missing names, no signatures or some other issue and the seller is no where to be found then you'll need to get a court order authorizing your State to title the vehicle in the name of the petitioner.


Essentially, this turns into a legal issue.  It's important that if you are trading or buying a vehicle that you receive a vehicle bill of sale and a registration receipt.

First step is to get a power of attorney and write the paperwork.  They will then need to submit it to your State's Dept. of Revenue.  I'm not sure on time frames but I would imagine you could expect some sort of reply within a couple months.  Of course each State is different so be sure to consult with your Attorney.
