A learners permit or driving permit allows

To qualify for a learners permit and depending on your State, you must be 14 to 16 years old and pass a written and driving exam. Adult learners can obtain a license in far less time, generally a few weeks. Learner’s permits are renewable in case additional driving practice is needed.
