If you are planning to move to the Aloha State of Hawaii, Hawaii does not have a statewide Department of Motor Vehicles, as such; rather, each county (island, or group of islands) in Hawaii handles motor vehicle registrations and other transactions separately, based on State laws. Hawaii requires no emissions testing on motor vehicles, but does require safety inspections on all motor vehicles registered there, including some of the small "motor-scooter" genre. Motor vehicle inspections may be performed by qualified inspectors at certified service stations located in each county in Hawaii.
