The state of Idaho in general does not require periodic motor vehicle inspections or emissions testing. 

However, Ada County in the north of the state has enacted local annual emissions testing requirements, regulated by the Ada County Air Quality Board, for Idaho residents there, as a means to minimize pollution in that valley area.
