While Washington D.C. is not a state, the district Students, members of Congress, government officials, and members of the military are exempt from this requirement. All other residents who live in Washington D.C. must get their licenses through the capital’s Department of Motor Vehicles. Teens applying for their first licenses must begin with a learner’s permit. The permit gives them the chance to practice driving. The application process involves passing a written and vision exam.
